Villiers Terblanche is the Office Managing Partner for the Abu Dhabi, Dubai and Doha offices of Latham & Watkins.

Mr. Terblanche specializes in complex infrastructure transactions and has been involved in the negotiation of a wide variety of energy, infrastructure, communications and mining development projects, financings, joint ventures, acquisitions and strategic investments in more than 60 countries in the Middle East, the Americas, Europe and Asia. He routinely represents project developers, lenders, investors and host governments on complex multi-sourced financings.

Mr. Terblanche was based in New York from 1995-2007 before relocating to the Middle East.

Mr. Terblanche's representative experience includes advising:

  • The host country sponsors of two separate greenfield petrochemical projects in the Middle East
  • The host country sponsor of one of the world’s largest energy projects located in the Middle East
  • The European sponsor of a mining project financing in West Africa
  • A GCC sovereign wealth fund on its investment of more than US$9 billion to become the largest shareholder in one of the world’s leading banks
  • A GCC sovereign wealth enterprise on one of the world’s largest industrial mergers
  • The lenders on the financing of an undersea cable project connecting nine African nations with Europe, the Middle East and India
  • The sponsors of a greenfield seaport project in the Middle East A major Middle Eastern government’s public-private-partnership (PPP) unit in connection with several PPP projects, including rail, roads, affordable housing, district cooling, urban regeneration and tourism
  • A Middle East sovereign wealth enterprise on its commercial real estate investments
  • The buy-side consortium on the acquisition of a major Middle Eastern telecommunications company
  • A major international life sciences company with respect to its joint venture with a Middle Eastern sovereign
  • A Middle East sovereign in connection with its privatization and structural reform program
