Natasha Gianvecchio is a partner in the Finance Department of the Washington, D.C. office and is a member of the Energy Regulatory and Markets as well as the Project Finance Practices. Ms. Gianvecchio has been recognized as a leading energy attorney in Chambers USA 2009-2011 and is a member of the Energy Bar Association.
Ms. Gianvecchio’s practice concentrates primarily on the regulatory and regional energy market developments that impact a variety of clients in the electric and natural gas industries, including power marketers, independent power producers, electric utilities, natural gas companies and financial institutions. Those representations involve a broad range of issues under the Federal Power Act, Energy Policy Act, Public Utility Regulatory Policies Act, Public Utility Holding Company Act, various other federal and state energy statutes and regulations, and regional energy market rules affecting the domestic energy industry.
Ms. Gianvecchio regularly represents clients in the negotiation of project agreements in association with the development or restructuring of energy facilities, including:
- Power purchase agreements
- Tolling agreements
- Energy management agreements
- Renewable energy certificate agreements
- Engineering, procurement and construction agreements
- Operation and maintenance agreements
In addition, she represents clients on matters related to the development of competitive wholesale energy markets; the development and implementation of rules relating to market power and mitigation; and the rates, terms and conditions of power purchase and sale contracts and reliability service contracts. She has obtained approvals from the Federal Energy Regulatory Commission (FERC) for mergers, acquisitions and reorganizations of energy companies and assets, market-based rate authority, exempt wholesale generator status and qualifying facility status.
Ms. Gianvecchio represents clients before the FERC and the Department of Energy on energy matters, and she has significant administrative litigation and settlement experience. She also advises lenders and investors on the regulatory risks associated with the financing and acquisition of electric and gas assets.
